HotMouse allows you to scroll windows with the mouse wheel without having to click on them first. You can even specify the number of lines to scroll for a specific window. Windows can be made always on top like the taskbar and also transparent(XP), while overlapped windows can be brought to the top as you scroll them. You can also select items on the taskbar by scrolling instead of clicking.
